Whats with all these Chinese 188/200 servers?

I switched back to legacy and there's so many of these Chinese servers which all have a population of 188 out of 200. I'm pretty sure the players inside are all bots because if they were players the game would have more people playing on steam charts.

The amount of players don't match. Not to mention there's people playing on Evirma which means legacy should have even less.

months ago i remeber there being talk about fixing this issue on legacy but i guess it wasnt sucessful. but yea from what i know that been going on for like a year at least.

The only control the developers have over Legacy at this point is to shut it down -possibly.
