Supposedly there are two reasons, the first is netcode in other words the game simply can’t handle flyers let alone a whole bunch of them flying around as is sure to happen. Second is flyers acting as spies for packs of carnivores, I find this to be a terrible excuse. There ARE ways to make it work but, to be blunt, they lack the imagination to make it work or simply just don’t want to add them...but they love to fly around as them, not so broken apparently...
