No Dinos aren't saved to your account that way. They are saved to whichever server you are playing on at the time. Spino hasn't been added to survival yet so the only means of playing as a Spino is on Progression and Sandbox servers.
Spino can't even sniff or grow so there's not point playing it other than to roleplay semi realism. Most under developed dinos like this are not accessable unless you want to go to a community server and pay $10 for one month of under developed dinos access. Playing deathmatch is where you'll have the most fun honestly.
