1. During the early days, One of the developers, Deathly, ended up getting rid of a large part of core key dev code, which lead to many systems being closed off or not properly coded and incomplete. The Recode people are talking about is a large overhaul of game engine code and systems code that is meant to open the Isle up so that complex features and other things cna be added to a game. This is pretty common in game development to happen, but it basically means the devs can't fix a lot of things or add to the game until the game is recoded on a engine level to be functional.
It's basically like the game is a locked house, and the team is the key holder, but the lock is busted, so they have to fix all the doors and prepare the game for expansion. It's a lot of under the hood work. Game will functional like it does now, and a LOT of these improvements are not visible to the player. Its basically fixing the foundational cornerstone of a building.
2. Yes, much of what you have seen can't be added correctly until the game is recoded. For example, Hypos would be forced to be added liek some growth layer, when in reality it's meant to be a mutational quality in the environment. Obviously, they can't put hypos in with the system as is. So this is one part of the recode. Another is flliers. The old Flier Quetz broke the game fast and hard, and the game at the time simply wasn't in a position to fix it, so it was cut out from the game. As the recode was discussed internally, it became truly possible to fix it, and so the Dev team is making Ptera for this precise purpose and if it works, We will get Quetz back, and something else. Its literally fixing parts of a machine that technically works, but is broke in places the devs don't let us see. Things like humans are meant to be totally different from Dino play, but the game is coded specifically for Dino play, so humans would be treated as Dinos and wouldn't be able to do human things. At least, the engine at the moment would stop this. So the recode is opening that door too.
I hope that gives a idea of what the recode is. It's cracking open a walnut, but is its Self NOT a content expansion. Don't inflate your ideas of what it is. It's very crucial, but not physically tangible. It's the step towards a systems advancement for the game as a whole.

Besides the game is still fun for what it is. Roam around, live like a dino, meet other people, live the life of a herd or pack. Make baby dino's. It's awesome.
So just keep doing what your doing devs. The game is still awesome and is worth the wait fir even more awesome.
