You don't need a NASA station for it. You could probably play this reasonably well on high+ graphics settings on a like 6 year old Intel CPU and a somewhat recent graphics card + 8 GB of memory. Though I've heard prices have dropped dramatically on Ryzen 2nd gen so it could be a good time to build from scratch. Do it yourself, you get exactly what you need. Probably the best bang for the buck. Takes some effort though.
Buy prebuilt system. You still gotta do your homework. I would generally opt for a desktop PC which usually offer the best performance for the price, unless of course you need something portable, in which case you're probably going to pay a premium for the same (or worse) performance of a desktop minus the cooling capacity.

I've seen it run on a laptop (Acer Nitro 5) with a GTX1050Ti on High/Epic getting 50-60 fps
for comparison I use a GTX1070 and set it all settings to Epic and hard cap it at 60fps, another person I know uses a very low end laptop card GTX840M set at low/medium gets 20-40fps
Most probably different CPUs and thermal solutions. What about the CPU? The Isle is fairly demanding on it, not just the graphics card. Hence it is recommended to use a fairly fast quad core processor.
Also note that on a laptop your CPU and GPU may be similarly branded than desktop models, but they are not full sized and usually run at way lower frequencies than their desktop counterparts given the limited cooling capacity of a laptop. They're simply put less powerful.
Could run The Isle maybe even at 1440p @ 60FPS
For 1440p or 4K you'd usually want a much faster graphics card though. Possibly a faster CPU as to avoid bottlenecks.
The outer form of the computer doesn't matter but the internals do.

A laptop like yours is an exception and could probably run any recent game at 1080p 60FPS. But you probably paid around 2k for that thing or maybe even more, which is way out of reach for most people I reckon. And its still most likely not a full sized i9/1080 but a watered down version.
