SS Tier is dinosaurs that are currently overpowered and too strong. Big changes are required here.
S Tier is dinosaurs that also need nerfs but not as heavy as S tier.
Rex tier is the ideal spot where every dinosaur should be at. With good juvenile stages and playability just like rex.
A tier is dinosaurs that are great, they pretty much do everything you'd expect and more, the only reason why they are below rex is because they have more or less atrocious juvenile stages.
B tier is dinosaurs you can do well with but certain matchups have you struggle poorly in, otherwise real good but just not the best for.
C tier is for Para, Para just needs a slight buff to be in A tier for me.
D tier is The Isle hell, don't even bother looking at these dinosaurs, they are pretty much unplayable.
Cerato: Worst dinosaur in the game, perks overall are just straight health regen and turn radius. However cerato also has horrible speed, modest attack power, terrible bleed regen and resist, and a very bad ambush.
Cerato pretty much loses to everything, everything smaller than it can outrun it, and anything bigger can very easily overpower it. The only MU that is probably fair is carno which cerato can do fairly well against, though carno can just run away so forget it.
It can't run away from allosaurus due to it losing the stamina battle, and a dilophosaurus bite will prove fatal for it if it doesn't rest.
Pachy: The only genuinely bad herbivore despite what the myth that "herbies are weaker" says. Pachy's weaknesses are low damage, unnecessary growth time, and just meh stats across the board. Pachy takes as long as a MAIA to reach adulthood.
Pachy gets bled out in 2 bites from a utah which is basically impossible for it to catch, pachy needs to land 3 hits to kill utah however. Pachy is pretty standard against most other animals except dilos who 1 shot you. Considering that Dondi advertised pachy as THE utah killer, I can't help but wonder why he done pachy so wrong.
Sucho: This one is an interesting case since Sucho is not bad statwise, quite the opposite, it is huge and does a ton of damage and can threaten just about anything not an apex. However, apexes are DEATH sentences for suchos, sucho barely manages to escape rex, and giga outspeeds and out trots you, you are apex fodder.
Sucho as I said is a bully and beats anything smaller than it and very well too, but it's the apex matchup that puts this dinosaur in D tier.
Para: Minor buffs are needed here, para is a large endurance runner that is more than capable of killing allosaurus but not as much in my opinion, damage from the kick should nearly 1 shot allos and send them home packing. And the most important buffs would be stamina regeneration and bleed regeneration both being buffed up.
Para's main strength are it's stamina and it's main weakness is bleed. However these both are fragments from a time when para could run down dilophos and allos with ease and demolish them, but they never adjusted the stats alongside the speed change.
Utah: to me Utah gets a ton of recognition and I don't know why, it has an insufferable juvenile stage, low health, damage that pails in comparison to the real similar dilophosaurus, and to top things off, it gets ran down and destroyed by maiasaura. Definitely just the "easymode" dinosaur in an already incredibly easy game.
I'll stop mentioning the matchups unless they are important, matchups in The Isle are largely "be faster" and "fight smaller ones", if you haven't picked up already.
Dilo: Bleed damage and good speed make dilo a forced to be reckoned with. But dilo is slower than utah and is in much more danger of maiasaura than utah, and your tremendous bleed isn't able to defend against maia's great bleed resist and regen.
Carno: Fast, but you can only stick to open plains, but carno is an insane pack operator and a nightmare to deal with in groups much more, since you have to dig in your heels and defend yourself if you're in an open plain. Though they still do have weaknesses that others don't such as with the turn radius and not too incredible bite.
Bonus round, carnotaurus has one of the best abilities, which is a functionally playable juvenile stage that is viable in it's own right.
Trike: Absolute monster, it can face tank anything in the game, anything, even rex. All you need to do to beat rex is land 1 stomp and spam gore.
But to me, I would like to see a minor buff to turn radius should be tuned up a little bit. Packs can be a problem for trike and it can't run away too well.
Allo: Endurance and ambush hybrid build, great ambush and stamina and speed and good bleed. Pretty much a good utah.
Note however you need to watch out for rex, give them the respect they demand and you'll be good, distance is your best weapon against them.
Dryo: They grow incredibly fast and reach adult hood very well, and you can evade anything except utahs, you need to out stealth them. Simple dinosaur like most of them.
Diablo: Literally just better allosaurus. More damage, better bleed and regeneration overall. The only problem is that giga could try to trot you down, but you need to RUN, and then after you burnt out all of your stamina, rest in a good hiding spot, it's stamina regen while resting is insane.
Rex: As I said, the ideal dinosaur balance, rex does it's role and does it well, it has a special ability and has good growth stages.
Galli: Too fast and agile, pretty much invulnerable as long as you're not an idiot. Sure, you'll die in 1 hit, but nothing can kill you.
Maia: 3rd fastest dinosaur in the game with not much reason and gets away with a LOT, maia outspeeds and overpowers many carnivores, utah and dilo being two of them, and maia can even wreck carnos hardcore if they catch them.
Giga: Giga to me is the most threatening dinosaur in the game, it doesn't require a lot of food, it can destroy packs of equal power when in a pack, and the dinosaurs that could pose a threat to it, giga can simply run away, or hell, fight back if it gets the jump on them. It's also impenetrable to smaller packs of animals due to it's alt turn.
3 Gigas vs 3 rexes? My money is on the gigas.
Nobodies yet listed the sandbox dinosaurs, so I'll go ahead and do that here.
Austro: Just don't. It's faster then a Carno, yes, but it's somehow even more useless then one. Bad stamina, bad damage, bad health, bad weight. It does have a water buff but it's not as good as the ones bary and sucho received. Oh, and you know how you're faster then carno? You wanna know the one creature that is faster then you? Yeah, that's Herra, which essentially oneshots you with bleed. So if a herra wants you dead as Austro, you are just universally dead.
Herra: Just a speed demon. It's weak, yes, but that doesn't matter because nothing aside from a hyper carno or ambushing Austro will ever catch you, and, I mean, come on. Easy matchup against anything in its tier and smaller, and particularly dominates against Dryos, who have no chance against you. Stamina is amazing. In a group you can give even a Galli a hard time.
Bary: Fast, but not as fast as Utah or Dilo. Stronger then both, but not enough to compete with anything in a higher tier. Great with water, but that's pretty much it. All around just an average, meh dinosaur, which sucks because it used to be a god.
Alberto: Literally just the perfect dinosaur. Not as fast as Acro, but much better stamina, which allows it to actually have a decent matchup against Apexes. Miles quicker then everything in its tier, Allos and Ceratos are easy prey. The only thing is, surprisingly enough, its weaker then a Dibble, meaning you're going to have to be careful if you wanna hunt one.
Acro: Allo, but better. Great speed, decent bleed, good damage, but ♥♥♥♥♥♥ stamina. It's essentially built to hunt, but not to actually be hunted. Rex, Giga and Spino have easy meals when it comes to Acro. These are only three carnivores strong then it, however, so for all intents and purposes an Acro has little to fear.
Anky: Good power, good health, and if somebody knows how to play it it'll be very hard to get hit. A horrid matchup against apexes, though, if you get attacked by one you are already dead, no exceptions (except, perhaps, giga). This is like Acro, but Acro actually has a small chance of surviving being hunted by an apex. Anky has none.
Stego: Just a worse anky. Although Stegos universally win matchups against the Anky, its even more squishier and less powerful. It's bleed is its only saving grace, but just like anky, if a Rex or Spino want you dead, you are already dead.
Theri: Meh. It can easily kill anything that isn't an apex, and can outrun apexes themselves, but if you're caught by one you're essentially already dead. Horrible with bleed, and very vulnerable to an ambush by an apex.
Shant: Easily the most powerful non-sauropod, Shant is essentially a God. Oneshotting almost anything with its stomp, and doing massive damage with its headbutt, its no wonder its the number 1 pick of KOSers. Shant is unwieldy, though, and hard to control, so it is not the best herbivore in the game, not by a long shot.
Spin:o: Easily the best carnivore in the game. Spino is the only carnivore in the game who can facetank a Rex and come out on top, because it will come out on top. It's the only thing you should absolutely never hunt under any circumstances.
Cama: Remember how I said Shant isn't the best herb? Yes, that's Cama's role. If yoy know how to use it's various attacks, there is nowhere on your body a carnivore can attack and not get hit. It has a horrible turn radius, but because of that one fact it just does not matter. It has horrid bleed heal, but it's so hard to get your bleed past even 1 tick its irrelevant. Cama actually heals bleed faster when walking. If you think any herbi is better then Cama, you're just straight up wrong.
Pue: Just straight up untouchable. Can oneshot literally anything with any attack provided it lands properly. So why isn't Pue the best herbi? Well, two key reasons:
Firstly, it's just impossible to keep fed or hydrated. You have no choice to stay at either Twins or Titan, because that is the only thing you can possibly drink from, and bushes practically can't be eaten.
Secondly, it has a weak back leg that it can not attack at. If you know how to stay on it, it is literally impossible to get killed by a Pue. Even alt turn is just too slow to get you.

Foodwise, rex can hold a lot more food and go for a lot longer without it, but it doesn't take all that much to fill up a giga, giga simply survives off of AI much better than rex does.
Giga also straight up oppresses all smaller dinosaurs that attempt to challenge it due to it's alt turn. Giga has no real threats since it can kill anything smaller than it, and it can escape all those that could challenge it.
This isn't counting pack fights, 3 giga vs. 3 rex, it's gonna either go stalemate or to the gigas unless the gigas are bad.
