Anyone know how Residential Complex can be upgraded to Investor Level?
I have 22W+ investors at this moment and most of them are from 3x3 residence. And also I design a new island which made up of 6x6 residential complex only with full satisfaction. However, only a few complex can be upgraded to investors while most of them are still at worker level. The numbers of complex are huge so I think there should be enough numbers of basic level and it's propbably not the reason. Anyone has a similar problem?

make sure you have ALL needs met...if they are even at 99% on one item needed they wont be able to advance. Make sure you have community needs met/security/food/entertainment, etc You are missing something there.

I'm sure their needs are 100% met. I design the whole island and all the resources are from trading route. While 3x3 houses have a number of 552/0/328/302 (worker/opertaor/executives/investors), 6x6 buildings are 33/171/59/9(worker/opertaor/executives/investors).

I was having the same problem, make sure your lower residents are 100% too.

Promotion in Anno is a bit tricky and underexplained if you have never played the previous installations.

The number of houses you can promote depends on the number of houses of the current tier.

For example, if you have 100 houses, then 80 of them can go to T2, of these 80, 50 can go to T3 and of these 50, 25 can go to T4.

I just made these numbers up - don't have the exact ratio yet, but it should help you understand it better, hopefully.

I thought the game works that way at first but since operators are zero now, I begin to doubt that. And also for 6x6 houses, their ratios are 33/171/59/9 which is kinda weird between worker level and operator level.

If you upgrade to T4, then demolish houses at T2, that works fine. But you won't be able to acquire any new T3 houses cause you are lacking the T2 requirement, hence your problem of not being able to promote.

Well now I take over a new area and start to develop a new island. Still they have a similar problem for 3x3 again. Don't know if the problem will appear when investors grow to a particular range. Now I have 5.4k T1, 19.5k T2, 79.6k T3 and 239.6k T4 with 23W+ balance...
