What's the deal with voting?

So I can't tell what's going on with voting. What does voting even do? How do I get those advanced modules? What's the deal with that dropdown list of all the buildings for each candidate? What the heck kind of election is that?

You also get special mods after the voting ends, they are better than the standard ones

The voting ends you up with credit discounts on buildings, increased productivity....it's basically the same as it was in ANNO2070

You will manage to vote only twice before finishing the game. But you get benefits from them (you can see by mouseover their portrait).
