Right... Notice how you get access to more resources and products every time you upgrade your houses? Investors are the fourth and final level of the "Temperate" zone, where you start.

So the answer is - You need to keep building enough houses to unlock everything for each level of house, then provide the things they want - And upgrade.

Not everything can be done in the same zone - You will have to export/import certain things between the different kinds of zones to get everything. :)
