Can't change council vote

I voted at first for Saayman International but then at the next vote decided to change it to Lei Sheng to get the improved Finance Calculators for my fusion power plants but every time the vote runs out I receive the reward from Saayman.
tl;dr: My vote is stuck with Saayman and I can't change it

It's not stuck. Saayman is the Corp that received the most votes so we are all punished with crappy mods.

I am having issues with the Council too. The NPC keeps telling me I need to vote and I can't because the Council is dimmed out. I sent a error request to Blue Byte with a screen shot of the Council being dimmed. Reddit members have been complaining about the issue for months, hopefully someone will fix the problem.
