I used this configuration x 4 in each corner of the map to give enough population to complete the sector project.
Basically the security lab at the end of the chain is the same size as the arctic one 7x11. Build out around a block that size reserved for the lab and your off.

you know there isn't an actual radius for service building right ? So... no need for housing layout. Moreover, High tier service building add nothing to the value of your colony (it even genreate negative balance, I tried detroying all my stadium in my colonies and went from +7.000cr to +35.000cr ... Research centers are the worst since they only provide minimum service at very high cost to tier 2 buildings.....)
