Lei Sheng modules are your best friend
You get "special" modules based on the results of the voting. Lately it has been Lei Sheng. 5 of Ley Sheng finance calculators drop the power plant maintenance by 99%, which makes moon energy (or any othr really) rather cheap :)
Energy for Temperate. WorkForce for Arctic. Workforce for all production buildings in moon except for energy production. Therefore, Financial Calculators for energy production buildings in the moon.

Tundra i think is also workforce as well to have more space for making more catalysts.
I like that you get back the modules you get from voting for the big five. Funny that you get no votes in the council when you out rank them all.
I speculate orbit to be workforce (lots of robots) and financial calculators for global research funding, or a necessary mix of all the other modules or something entirely new. Something new will be far more welcomed than a rehash of what we already have in my opinion.
Certainly. I only rarely use those for Water plants in the temperate sector which are far from distribution centers
