IMO, Turbo is worth the full price. In addition, Nadeo are aiming at giving all Turbo owners a free copy of TM2 Lagoon when that is released (not much info on that at the moment, I don't know much more about it myself).

Outside of the cosmetics mentioned by the other guy they're pretty much the same as far as singleplayer gameplay goes. The only real downside to Turbo is that the track editor has a part limit, fairly high for Stadium or something but if you want to add scenery (in Lagoon, Valley or Canyon) it gets a bit restrictive. I hope someone figures out some way to remove or raise it in the near future.
As for bots, there's no bots, you have Gold, Silver and Bronze medal ghosts that you can race. TM is a time attack game really.
The SP will take some time given that it's 200 tracks with increasing difficulty, but there's also always the option to just make your own tracks and all. Really depends on how well you can drive though.
Personally I really like it and it's a fair price, albeit you could also pick up United or whatever it's called as is with a discount. If you don't really care about the looks of course. I can't really speak for that one though except that I played Stadium ages ago.
I personally am struggling to attain enough gold medals to unlock further tracks at the moment though.
