Are blank runestones very rare? Or an I transmute to create them?

I'm relatively new to the end game of Chronicon, but for the last 5-10 hours of farming Mythic III-IV dungeons in Tinka's domain I've been in search of another blank Runestone, failing to find one.

I received one early on before I hit 100, and that was the first and last one I ever found. I have dozens of runes, but not one new blank Runestone. Are they very rare, am I getting bad RNG, or am I completely missing a common way to farm or obtain a blank runestone? Thanks!

Blank runestones obtain in Elite Dungeons, not Dungeons.

Thank you!!! I wasn't aware of Elite Dungeons. More importantly, I now know there is a dropdown to select many different types of dungeon. Many thanks!
