Progress definitely slows down a lot after mastery ~1400. I think I can still get 1-2 levels per minute, which sounds like a lot until you realize that it means probably 5+ hours to hit even just mastery 3000. There also isn't much reason to do so. My stash tabs are all full of random true legendaries and runes, have one of each character type fully geared up, and a near-infinite supply of crafting materials, so not much else to farm for.
You also don't really get much stronger past mastery ~1500-2000. By then, you have fully upgraded all perks even slightly useful, and have a healthy amount dumped into health/mana/thorns (depending on what your build utilizes). So you can keep leveling to upgrade your health/mana, but it isn't going to make much difference in terms of anomaly tier level. Due to how the tier XP and difficulty scale, leveling is also fastest on a tier (and build) you can very quickly clear. For my builds, that is often around Tier ~350.
You do get *much* stronger when you reach mastery 3/4/5k(on damage based builds you double dip the mastery % by using Cosmic Cape/Lucilla) but your actual build will most likely determine the tier you can reach, not mastery grind.
Having 4x the damage doesn't really matter with how enemy health scaling works past T400. That said, you can make a bad build clear T400 decently well with enough mastery investement. Or can make a strong build slightly safer/faster at T700+ pushing.
