shady dealer
anyone know where is he?

I need to meet him so I can beating achievement.

does he appear in the Anomalies?

He appears in the campaign. Easiest way to find him is to open your map up and portal to different locations. If the dealer is there you will see a small grey dot where he is located. Even if the map isn't explored, you will see where he is so make sure to move your mouse around in case the lighting hides the dot.

I just ran into him for the first time. Neat! Does he still work the same way in August 2020?

Also, I will add that after you speak with him once, he disappears. I didn't buy the thing I wanted and clicked off to search him and write this post. Oops!

Does this still work in the latest version? I've cleared up to act 3, and have been resetting/teleporting to all waypoints up to the beginning of act 3. I've never seen any grey dot off in the "unexplored area" on the minimap so far, so I'm wondering if that has been 'fixed' (ex. he only appears on minimap once you get close enough to him to reveal his map-marker like shrines/chests/etc) or if my luck is just bad so far.

Also, does difficulty affect his spawn rate?
