Technically LA and TS are one big arrow shots but they don't do damage themselves. Would allowing double draw to mimic the effects of the triggering skill be too broken?
Regarding it mimicking skills, it wouldn't be broken in a vacuum (30% chance for a second cast at 60% damage seems reasonable), but there are those masteries that can boost Double Draw, and they do so by a lot (60% chance for 120% damage). As it is, I think it's a nice boost for skills that hit once for a lot of damage, since they tend to do less DPS than multi-hit skills of the same tier, but I agree it's a disappointing boost for multi-hit skill, especially stuff like Arrow Rain. I'm not sure what to do about the latter, but seeing how it's a passive that can be used with so many skills from all skill trees, it might be better to leave it as is.
