Historical Officer Rebalance Changelog
Or something of the like.

This time I present you with my revisions to the existing officers, rather than ones the games missed – the goal of this is twofold; to make characters a little more in-character per their historical deeds, and to make the game a little more balanced (as much as the mechanics and starting bases will permit) and some officers more sensible (I.E; Mitsunari Ishida is now PGRS and whatnot). The result was 269 of the game’s existing officers edited – a little more than 10% of the total amount ingame. I’ve alphabetized them – last name first – for convenience in case if someone actually feels like going through the game and doing all of these (though I seriously doubt anyone will have the spare time to do all 269).

As this list is ludicrously long, I’ll divide it up into thirds so Steam will actually be able to handle it.
#A:
Naomasa Akai: Growth Type,Night Demon
Hidemitsu Akechi: VAL,81 INT,60 POL,50

Morikiyo Akana: Req Loyalty,5 Ideal,Justice Growth Type,Adjutant VAL,63
Historically, Akana’s defection was more of a curse than blessing for both him and the Mori; he was more or less forced into it out of preservation, and his men, despite nominally following the Mori, provided more aid to the Amago. When Motonari confronted him about his men’s lack of loyalty to Akana and the Mori, he replied that he was the real traitor and his men were the loyal ones. He also fought in the frontlines of both Sieges of Gassantoda, albeit unenthusiastically at the second.

Teruzumi Akashi: Ideal,Spirit Tactic,Vanguard POL,76
Akashi, being Naoie’s son-in-law, helped hold together the Ukita after his death and during Hideie’s youth; he was certainly more adept at politics than him. That he also doesn’t have Spirit as his ideal is rather curious.

Haruhisa Amago: Tactic,Roar Growth Type,Tsunashige LEA,84 VAL,78 POL,72
For someone of his accomplishments, Haruhisa is decidedly unimpressive. An excellent defender who was one of the few people to have been able to boast victories over the Motonari-era Mori, he was one of the main roadblocks in their conquest of Chugoku, brought the Amago back from the brink of destruction (that he caused) and lead them to their territorial height, and was even criticized by Hisayuki Amago as being ‘quick to battle’. Needless to say, Valor being his weakest attribute by a long shot makes little sense.

Katsuhisa Amago: Growth Type,VAL

Murashige Araki: POL,74

Harunobu Arima: Growth Type,Cannon LEA,61 INT,49
Despite an ignominious end, Harunobu was a decent leader. As much of the Arima’s decline from a clan capable of competing with the Shoni for control of Hizen to a minor force holding out in the Shimabara can be attributed to Yoshisada’s shortcomings and the Ryuzoji’s rise to power, Harunobu wasn’t put in much of a good position to start out with. Though ultimately he was saved first thanks to the Portuguese providing weaponry and later the Shimazu reinforcements, he managed to pose the most stubborn of all the Ryuzoji’s enemies in Hizen, scoring a handful of victories that saved the Arima from destruction, and as a result the Ryuzoji never managed to unify the province.

Haruzumi Arima: Growth Type,Versatile LEA INT,77
Yoshisada Arima: Growth Type,Moderate
Yasutomo Asahina: Growth Type,Fortifier
Kagenori Asakura: Growth Type,Versatile LEA

Soteki Asakura: Growth Type,Yoshimitsu
Soteki Asakura was, without a doubt, the best military commander in the Asakura’s history and one of the most powerful figures of the earlier part of the era. Born at the conclusion of the Onin War in 1477, he was one of the two men who would make the Asakura one of the most powerful clans of the early Sengoku period, leading their armies quite successfully in a multitude of campaigns and even dying on the trail at the age of 79.

Yoshiaki Ashikaga: Growth Type,POL

Yoshiteru Ashikaga: Tenet,NTRL Ideal,Mastery INT,74
Yoshiteru was a little more progressive than previous Shoguns – that was in part why he was practically the only effective Ashikaga Shogun after the Onin War (and really, after the fourth Shogun, Yoshimochi Ashikaga). He took a more active role in governance and, rather than run around and try to replace one puppet Daimyo with another as his predecessors and Yoshiaki would (after one failed war with the Miyoshi), he instead stayed in Kyoto and exerted his loose authority over the provinces by brokering treaties between Daimyo, as well as continuing the previous practice of assigning kanji from his name. As a result of his efforts at trying to have the Shogunate remain relevant for the age, in addition to taking advantage of the Miyoshi’s internal rot, he built up enough respect and power that Hisahide Matsunaga saw the only way of keeping the Shogunate under control to be the near-unprecedented act of murdering him (Mitsusuke Akamatsu beat him to the punch by murdering Yoshinori Ashikaga, which started the Onin War). It also kind of cheapens it when you win as Yoshiteru and you just end up returning power to the Emperor and abolishing the warrior class.

Morioki Ashina: Growth Type,LEA
Moritaka Ashina: Growth Type,VAL
Yoshihiro Ashina: Tenet,NTRL

Nagamasa Azai: Growth Type,Tsunashige
Under Nagamasa, the Azai became one of the most powerful forces in the Kinai – capable of going up against significantly larger forces and winning - even eclipsing their old allies of the Asakura, though they still remained territorially small. After Anegawa, the Azai would remain a constant thorn in the Oda’s side, and it wasn’t until Nobunaga finally reduced Odani after Nagamasa managed to hold out against an intermittent three-year siege that the Oda could march into the Capital.

A warrior powerful enough to have scored victories over the likes of both Motonari Mori and Motoharu Kikkawa (or, at least, their immediate forces), he was the warrior Haruhisa most trusted to guard the Amago’s prized Iwami silver mines. Unfortunately, Tsunemitsu was also a handful; he had defected to the Ouchi during the first Siege of Gassantoda, defected back to the Amago afterwards, and later defected to the Mori in 1563 after fighting extensively with them. Motonari, not wanting the possibility of such a powerful warrior defecting back to the Amago again, murdered him.

Fujikata Hosokawa: Tenet,NTRL

Fusamoto Ichijo: Tenet,NTRL LEA,75 VAL,68

Kanesada Ichijo: Tenet,NTRL Growth Type,Faith VAL,28 INT,16
Though notoriously incompetent during his tenure in Tosa (some of which might have just been exaggerated on the Chosokabe’s part), Kanesada seems to have had shaped up somewhat while in Bungo; his conversion to Christianity also seems to have been genuine, given he reportedly converted only after having multiple debates with the Jesuits at their mission hall (which would indeed seem to indicate he held some level of basic intelligence during that time).

Nobutatsu Ichijo: Ideal,Justice
It’s immensely odd that one of the most loyal and devoted Takeda retainers – the one who sacrificed himself so Katsuyori could commit suicide in peace while all the other retainers were defecting – has Profit as his ideal.

Akizane Ichimada: Req Loyalty,4 VAL,53 INT,68
Known as an extremely cultured warrior (who rarely fought personally) and something of a gardener, he remained loyal to the Otomo even after their disastrous defeat at Hetsugigawa, and obeyed Yoshimune’s order to commit suicide after the defection of some kin.

Hisataka Iga: Tenet,PGRS

Tsuneoki Ikeda: Growth Type,Fierce VAL,79 INT,64
Tsuneoki was one of Nobunaga’s most important retainers, and highly valued as a general by Hideyoshi – his death at Komaki-Nagakute was one of the reasons why the Tokugawa gained such a reputation for ferocity. At least, he ought to have the highest Val rating in the Ikeda.

Ujizane Imagawa: POL,41
Yoshizane Imagawa: Growth Type,VAL
Norimichi Inaba: Growth Type,Versatile VAL

Morikuni Inawashiro: Tenet,NTRL Tactic,Incite Growth Type,Versatile LEA LEA,79 VAL,72 INT,73
Admittedly, buffing some of the underrated Ashina officers isn’t going to do much to strengthen them as they’re still not going to be able to take all those one-clan bases in Aizu before the Date, but it will at least help them put up a stronger fight. As for Morikuni, he defeated a large Date army and Masamune paid him a lot of money to join his army – clearly, he viewed him as a very valuable asset, and his stats ought to reflect that.

Yoshisuke Ito: Growth Type,Versatile POL LEA,76 VAL,61 INT,60 POL,80
The Ito are woefully underpowered; even more so than the Amago; their historical control of Obi and Shibushi castles (1568-1572) aren’t even represented in game, and they remain forever a two-castle clan with mediocre officers. Yoshisuke himself was a very adept politician; he dabbled in foreign trade (via Shibushi), established very strong ties with the imperial court, defeated rebellious retainers and the other clans of Hyuga and ultimately posed the biggest threat to the Shimazu pre-1572. However, he ended up growing too decadent, got soft, and much like the Otomo and Ryuzoji, (understandably) underestimated the Shimazu and paid dearly for it.

That Kiyomasa Kato, a Samurai’s Samurai – famous for his austerity, his devotion to the Toyotomi and Nichiren Buddhism, and considered to be excessively cruel even by the standards of the day – is a PGRS while Mitsunari Ishida is a CNSV is absurd.

Yoshiakira Kato: Growth Type,Naval Master
He led much of the Toyotomi navy during the Imjin War. Actually won a few battles, too.

Kicho: VAL,58 INT,72

Hideaki Kobayakawa: Ideal,Profit INT,42 POL,32
Hideaki got buffed from his usually dismal stats this installment; perhaps deserved, as he’s usually flanderized into an idiot when he was actually a moderately competent commander. During the Korean Campaign he fought on the front lines with his men bravely – recklessness Hideyoshi punished him for – so he does indeed deserve decent VAL and LEA; he also timed his defection at Sekigahara perfectly so that it would be what would win the battle for the East and maximize his reward. However, he was also incredibly indecisive and unliked; he kept debating who to side with at Sekigahara, and the reward he got from Ieyasu was meagre compared to what Mitsunari had promised him, nevermind how he stained his family name for all time and would be viciously belittled ever since.

Narikata Kodama: Growth Type,Naval Master

Yukinaga Konishi: Ideal,Justice Growth Type,Diplomatic Monk INT,87
Yukinaga was known as an exceptional diplomat – Hideyoshi was apparently so impressed with him during their first meeting (in which he was serving the Ukita and negotiating their defection to the Oda) that he offered to make him a retainer. He was also generous to a fault; he had given away so much of his possessions before Sekigahara he had no liquid assets left for the Tokugawa to seize.

Naoshige Nabeshima: Growth Type,Tamekage
While perhaps more famous later on due to the Hagakure for his efforts than in his own lifetime, Naoshige was nonetheless one of the great samurai of Kyushu. His efforts saved the Ryuzoji at Imayama from an overwhelming Otomo army, and after the disaster of Okitanawate he managed to preserve the structural integrity of the Ryuzoji while bringing them under his control. He later distinguished himself during the Korean campaign, managed to preserve his holdings during Sekigahara and laid the foundations for Saga Domain; a daimyo impressive enough that even the usually austere Kiyomasa Kato called him a friend.

Yoshiharu Otani: Growth Type,Adjutant VAL,63

Sorin Otomo: Growth Type,Kennyo LEA,84 INT,90 POL,94
Sorin cut an odd figure for a prominent daimyo; physically weak, sickly, and preferring to leave the fighting to his more experienced vassals (though he was a competent commander for the few times he personally took the field), he nonetheless created one of the most powerful clans of the Sengoku period. Perhaps the only person to have outmaneuvered the likes of Motonari Mori on more than one occasion – be it via Teruhiro Ouchi or Yoshiteru Ashikaga – he was an excellent diplomat who spread his influence across western Japan through alliances, marriages, and shaky vassalizations, brought Bungo into an economic golden age by making it a hub of international trade, and organized the first Japanese Embassy to the West. He managed to avoid most of his father’s despotic and tactless mistakes, nearly unified Kyushu and afterwards denied the island to the Shimazu while ensuring the Otomo would survive at the same time.

Yoshiaki Otomo: Ideal,Profit LEA,73 INT,64 POL,75
Though he can be accredited as having revived the Otomo as a significant force in Kyushu due to defeating the Beppu, Saiki and neighboring Kikuchi, his incredibly good attributes are not as deserved; noted as being incredibly mercurial, he tended to make decisions on whims which usually held disastrous consequences. One incident had him plotting with Chinese merchants to murder a group of Portuguese traders to seize their cargo – something Sorin had to talk him out of, which fortunately avoided an international incident and ensured Bungo would remain a center of foreign trade. Another example was what would ultimately lead to the Second Floor incident; for seemingly no other reason than he felt like it, he planned to disinherit Sorin in favor of his infant son born to his favorite mistress, and later murdered two chief retainers for opposing him. Ultimately his actions would throw the Otomo into chaos.

Yoshimune Otomo: Growth Type,Moderate POL,40
If ever there was someone deserving of the worst growth type in the game, look no further than arguably the most incompetent lord of the Sengoku Age. Politics were by no means Yoshimune’s strong-suit; he waffled on so many issues and positions that one might assume he founded Waffle House. An infamous stutterer, drunkard, and lacking all of his father’s finesse (to the point where some retainers went so far as to say that to his face), he managed to more or less single-handedly not only destroy the Otomo as a force to be reckoned with, but even their chances of surviving as Daimyo.

Yoshinaga Ouchi: Tenet,PGRS Ideal,Talent Growth Type,POL INT,52 POL,57
Despite being nothing more than Harukata’s puppet leader, Yoshinaga did not seem to be an incompetent administrator like he is portrayed as. He managed to restore some of Yamaguchi’s former prosperity that had been lost in the violence of Harukata’s coup (only to later be undone by the Mori), and Harukata himself seemed to have been content to leave administration of the city to him; Yoshinaga also continued Yoshitaka’s policies of religious toleration and encouraging commerce (the former at his brother’s behest).

Yoshitaka Ouchi: Growth Type,Oribe
Most of Yoshitaka’s life was defined by being a patron – patronizing the arts, foreign trade, and the Imperial Court. More or less, that’s all his life dissolved into after Gassantoda.

Yoshikata Rokkaku: LEA,65 VAL,80
A more able warrior than the game gives him credit for, though not as strong of a commander if his mixed record is anything to go by – he was considered one of the best archers of the age (later making his own school), would usually lead his forces personally into battle, managed to hold his own against the significantly more powerful Miyoshi, brought all of Omi under his de jure control for a time, and later managed to repel the Azai, Matsunaga and Saito from his lands even after his humiliating defeat at Norada. After Nobunaga forced him out of Kannoji, he continued to resist him via guerilla warfare, and later joined the Honganji in fighting the Oda. His whole life seemed to be one non-stop battle, and for someone who came out with not the best victory ratio he managed to do relatively well, all things considered.

Ienari Ryuzoji: LEA,69 VAL,67

Nobuchika Ryuzoji: Growth Type,Minister LEA,78 VAL,65 INT,70 POL,78
Takanobu’s younger brother, his contributions to the Ryuzoji were massive; he won the clan most of their holdings in Buzen, helped keep the clan together with Naoshige after Okitanawate, and later served as Masaie’s chief advisor and handled most of the actual management of the clan.

Takanobu Ryuzoji: Growth Type,Nobutora POL,60
Takanobu was best known and remembered for two things, both then and now; his brutality and mercurialness. The Ryuzoji’s history throughout the period the game covered can be simply ascribed as a constant cycle of falling from grace and then climbing higher; Takanobu seemed to embody this. Growing up under the care of his grandfather and the Kamachi, his family had been forced out of Hizen, but returned to not only claim their ancestral lands but ultimately to overthrow the Shoni. Afterwards Takanobu set about unifying Hizen after throwing off the Otomo at Imayama, and then practically exploded in terms of expansion after Mimigawa, swallowing up most of Chikugo (in which he ruthlessly murdered the Kamachi to do so), as well as large tracts of land in Chikuzen, Buzen and Higo. It was ultimately his underestimation of the Shimazu at Okitanawate (and perhaps his advanced alcoholism that rendered him mostly immobile) that was his undoing.

Perhaps as important to the Amago Restoration Army as Shikanosuke, he was the one who managed to convince Katsuhisa to come out of retirement in the first place, and later secured the support of Nobunaga, who was impressed with his bearing. Hisatsuna also distinguished himself at Shiraga Castle and handled the Amago’s surrender to the Mori at Gassantoda; Motonari was so impressed he offered to make him a retainer, in which he obviously declined.

Joun Takahashi: Tactic,Vanguard
Akifusa Takagi: Growth Type,VAL

Ukon Takayama: Ideal,Spirit Growth Type,Cannon LEA,74 INT,69
Ukon’s record on the battlefield was somewhat mixed; he fought on the frontlines at Yamazaki and Shizugatake, had a handful of impressive victories and a few defeats (though his most notable, at Shizugatake, was ironically crucial for victory), but he was respected amongst his peers nonetheless; converting the likes of Kanbei Kuroda and later finding welcome protection with the Maeda.

Katsuyori Takeda: Growth Type,Brave Horseman
Motomitsu Takeda: Growth Type,Versatile POL

Nobushige Takeda: Growth Type,Hidemasa
Not to be confused with the Aki-Takeda variant. Nobushige was an invaluably talented member of the Takeda – Harunobu was even planning on disinheriting Shingen so he could succeed him when Shingen overthrew him. He was wise enough that even many of his sayings and excerpts from his code would be misattributed to Shingen.

Yoshizumi Takeda: Growth Type,Versatile

Shigeyoshi Takenaka: Growth Type,Versatile INT
Brutal indeed, but not worthy of being in the same class as the likes of Tsunehisa Amago, Soun Hojo, Naoie Ukita and Hisahide Matsunaga.

Shigekane Takita: INT,21
His reckless charge – in defiance of direct orders from the commander – was the direct cause of the Otomo’s defeat at Mimikawa; had he waited like he had been told, the Higo reinforcements would have arrived and the Shimazu would have found themselves surrounded.

Tokitaka Tako: Tenet,NTRL
Yoshimasa Tanaka: Tenet,PGRS Growth Type,Faith
Naomasa Tamaru: Tenet,PGRS LEA,33 VAL,66 POL,56
Chikamori Tawara: Tenet,PGRS
Katushige Toda: Growth Type,Fierce
Shigemasa Toda: Growth Type,Brave Spearman LEA,59 VAL,82

Takatora Todo: Ideal,Profit
That Takatora Todo, someone famous for constantly serving different masters and profiting each time, doesn’t have Profit as his ideal is rather odd.

Michiyasu Togawa: Tenet,CNSV
Takamori Toida: Tenet,PGRS
Takakaze Tomita: Growth Type,Fierce
Tsuresada Totoki: Tenet,PGRS
Tomokatsu Toyama: Growth Type,POL
Yoshinaga Tozenji: Growth Type,VAL
Nobuhira Tsugaru: Growth Type,Versatile POL
Nobutake Tsugaru: Growth Type,Faith LEA,65 POL,67

Tamenobu Tsugaru: Tactic,Trick Master Growth Type,Brutal
Odd that one of the greatest schemers and rebels of the Sengoku Period – who even got some new content with Ascension – doesn’t have the Brutal growth type.

Sadakatsu Tsuno: Tenet,NTRL Tactic,Inspire Growth Type,Adjutant LEA,53 VAL,65
Yoritada Tsumaki: Growth Type,POL

#U:
Yukiteru Ubagai: Growth Type,Night Demon
Masakage Uemezu: Tenet,PGRS Ideal,Fame

Kagekatsu Uesugi: INT,60 POL,67
Kagekatsu deciding to tear the clan apart after Kenshin’s death rather than trying to co-rule the Uesugi with Kagetora – against Kenshin’s wishes – was by no means a competent decision; as it was also done at the worst possible time, and undid all the momentum the Uesugi had gained after crushing the Oda after Tedorigawa, and nearly destroyed the clan outright (and would have had Honnoji not happened).

Kagetora Uesugi: Growth Type,Versatile INT INT,77
Akiie Ukita: Tenet,CNSV

Hideie Ukita: Tactic,Rapid Assault Tenet,PGRS Growth Type,Brave VAL,83
The Ukita unit managed to outperform all the other units in the Western Army at Sekigahara (barring the stunt the Shimazu pulled off after the fact), being on the frontlines throughout the entire battle and nearly breaking through the Tokugawa’s lines. Hideie was a very competent commander – he served as one of the main commanders during Korea as well – and reportedly planned on charging into the Kobayakawa camp to challenge Hideaki to a duel when he heard of the Kobayakawa’s defection.

Naoie Ukita: Tenet,PGRS
Tadaie Ukita: Growth Type,Adjutant VAL,63 INT,60
Akihaya Usuki: Growth Type,Minister

Hisakane Uyama: Growth Type,Versatile POL VAL,43 INT,53
Much more the administrator than the warrior, his rash actions (against the advice of the likes of Tomohisa Amago and Shikanosuke Yamanaka) lead to the defeat of the Amago relief force sent to Shiraga Castle, which opened up Gassantoda to a full-scale siege. It was then he made his famous sacrifice to restore the flagging morale of the defenders.

Hirosada Yamaguchi: Tenet,PGRS

Shikanosuke Yamanaka: LEA,81 INT,75
Muneyuki Yoshihiro: Growth Type,Adjutant
Masayori Yoshimi: Req Loyalty,8

Myorin Yoshioka: Growth Type,Maiden Warrior VAL,60
For someone whose most remembered actions are outwitting and ruthlessly defeating a Shimazu Army, it’s rather odd she doesn’t have the Maiden Warrior Growth Type.

Sadatoki Yudi: Growth Type,Fortifier LEA,63 VAL,72
Naganori Yusa: Growth Type,Tactician

Hey Crispin, thanks for your interest but unfortunately I deleted the files from my dropbox years ago. I don't know if anyone else has them. I do have an updated version of the mod for the original SoI however (you can find it in the SoI discussion boards), and I probably will try porting it into Ascension sometime this year. If you have your heart set on Ascension, I think the base SoI mod can be used since it's the same character editor.
