Supply is forwarded during the turn phase and is sent either to troops in the field, settlements, or depots. That three province rule is more of a guideline rather than an absolute rule. Supply can travel farther, but for an effective supply line you want to set up a depot every three or four provinces, preferably along a rail line. Speaking of rail, be sure to reserve some of your rail pool each turn for supply forwarding as that's how the bulk of your supplies are moved.
I know you didn't ask for this, but AoE Bros on Youtube have a good set of tutorial videos for Civil War 2 which is a fellow ageod title and works quite similar to Revolution Under Siege.
