Game Launches in Background, Won't Actually Start

I know this a dead board for a not-so-popular game, but I was wondering if anyone has a solution as to why this game says it's launching, but only as a background process, and doesn't actually start up. Like, steam says it's playing, but literally nothing happens beyond that.
