What's with lightning zap?

I equip it in the hotbar, but nothing happens when I use it. My mana bar remains blue...

need to be locked on to a enemy, i thought that too for a moment, till i figured it out when i shot it at the dummy!

its kinda useless anyway, but, yea, lock on, and it fires ONCE.
