Hi - The only way you should be able to join someone else's game is if the hosting player has selected “Friends” in the privacy settings of their character and is in Online mode in Steam. We will pass your message onto our development team to investigate. Those who you are not friends with on Steam should not be able to enter your game.
I'm sure that's the way it "should" work, but that's not currently how things are working. As of the date of this post (Aug 12 2016), this issue is stil present. Please see the following screen shot:

You can click on anyone in any steam discussion thread and go to their profile and join their game without being on their friends list.
Sadly I play with my bf, and really don't play alone. So I need to play with friends :<
Not sure if this might work, what if you try changing your status to "Offline" (Friends > Offline)
Do that, then ask your BF or another trusted friend to see if it shows if your "in game" when reviewing your Steam profile?
If that doesn't work, last option I would recommend is change your profile to "Private" and then send the invite to your BF / friends or vice versa through the Steam invite feature.
Sorry to hear about your experience, sounds like Steam needs to fix that loophole.
