Jade Stone Merchant special event pops up now and then for 24 hour. He will sell you up to 40 ea Raw Jade Stone Block @ 20 coins each. Spring Festival is comming up the end of Feb. You can mine all the bamboo, Raw Jade Stone Block you need. Also, Spring Festival is the only place the recipe for Refined Jade Stone Block drops.

Or if you can't be bothered to wait for real-time events like 'Spring' to come about (perhaps you also might be too busy during these durations) - you can set your computer's clock to Feburary 20th of last year and the Spring Event will trigger; Likewise with the Easter Egg Event (April 14th), Halloween Event (October 30th) & Winter Event (December 26th) :)
