3-01 The Great Scar is where you will need Green Portal Stones for the Portal and all enemies on 3-01 drop Green Portal Stone Shards. In the 2-xx islands, best chance to fine enemy that drop Green Portal Stone shards is on 2-11 Broadside Bay, 2-12 Mount Meridian and 2-05 Jorden’s Outpost. During night time, Hollow Knights of the Frost on 2-07 North Point and Hollow Knights of the Mist on 2-08 Ghostlight Mire should drop Green Portal Stone Shards.

Ugh, this. I went searching around myself, since once you get to a certain point in the 3 worlds, nearly everything drops red, but all of the rest of the portals are still green. One of the suggestions I saw was Motherlode. There's a lake that's filled with jellyfish that drop the green shards, and they seem to slowly respawn, so you can make a few laps of the lake before needing to reload the map.

Farm up some extra as well, because there's a quest after the "final" boss that requires 10 green portal blocks.
