You buy the water generating item from npc who sells flowers in Fort Finch.Also one of them sells the water draining item

I found the npc that sells the flowers and all she has is the water drain. I can't find the water generating item. I looked at all the npc's.

well that is it.you buy few and pump and enjoy
no continous water supply item to make actual fountain to flow infinite
