How do I make the cannon prop?

According to the 1.21 news it says I can build the cannon prop however from what I've seen in game, the wiki, or looking through the community discussion/guides there's no mention of any recipe nor purchase location of said prop.

It's found on Landluber's Leap from Master Gunner Morgan. She gives you a quest to build the cannon but you need to give her 3 logs and 3 copper ore instead. Then she gives you the recipe.

Can't find her even after clear cutting the island.

The island has to be an island made or generated after the creators update

Well that explains it, now there's a massive town there.
Guess I need to make a specific point of regening after every update this game gets.
