How to find: He's near a small wooden stall, it's lit up and can be seen afar, since the wood stands out quite well on the moon like terrain.

Objective: Hand in 40 Titanium Ore
Reward: 4 Titanium Ingots, Experience.

How to find: He's usually inside a small building with one floor and pyramid shaped roof, made out of red bricks.

He doesn't. Once you buy all from him, that's it, the only use for him later is to sell stuff unless you reset the map and find him again.
