Only way to really focus on PvE in L2 is Instances at Level 85, 90 and 95 or Staying inside of the Towns or don't fight back when someone tries to kill you.
The game is either heavily pointed at PvE, heavily pointed at PvP, or both. The castle raids and fortress raids or the Olympiad are PvP, and are incredibly fun if you go in a party/whole clan. but if you just want to stay on PvE the enemies are varied, yeah some skins are basicly the same recolored but the textures are awesome anyway, the raid bosses can really make you say "Wow" or "♥♥♥♥♥♥♥♥♥" as it happened to me with Bloody Earth Dragon Gagia (Bloody Swampland boss btw) and the leveling up point of the game is only possible through PvE. PvP is mostly what you do when you feel powerful enough and want to get Honor ingame and not just be known as a normal mob hunter
