because this game is large and mmo. and different game distributing companies have the rights for distributing only for their regions. there is no developers. eu distributrors dont want to go to steam. we asked

It is because NCWest does not have rights to publish L2 anywhere else than north ans south america. there are many regional publishers

Yes, the server is shared. Steam and Non-Steam players can play Zaken or the 5 older servers.
