Report a translation problem
Character creation was flickering as usual, and Vsync on would cause it to be all black.
I turned all the graphical settings to low or off, and Vsync off. Flickering seemed to have vanished. I started turning settings up to high and on one at a time, no flickering, turned vsync on, still no flickering and it didnt turn the screen black. Its like it fixed itself.
Big SHRUG. I even restarted the client a couple times to see if it would come back.
Im using the same Nvidia drivers, 361.43, GTX960
edit - character faces still flicker as you change between them, but its not like before where the entire screen would flicker black frequently, especially when changing things on the character.
I'm also on an Nvidia card so maybe it has something to do with that.

What i did was open the options menu using the button on the bottom left corner, and moved the menu to the corner and kept it open while going through the costumisations...
Not a good first impression... Just downloaded this to try it out and already its puting me to work lol.
What the hell is up with the graphics!!! This is running CRYENGINE? I think Vanilla WoW looked better O_o
Tinker with the settings a bit, or just plain max them out. (I'm sure your card can manage that.)
My guess is the screen flicker bug is related to Nvidia cards, as i've played this with
both intel and AMD cards, yieldling not one problem like a flicker.
Could just need to tinker with a few settings in the Nvidia control panel, but..

This bug is caused by the newer Nvidia drivers beginning with December 21, 2015.
Download the driver from December 1, 2015 (number: 359.06) !
(Nvidia website ---> Drivers ---> Beta and Older Drivers ---> Choose your system and grafic card ---> Download the following driver: GeForce Game Ready Driver WHQL 359.06 December 1, 2015
After that you just deinstall all to your current driver related contents in your control panel:
NVIDIA 3D Vision Controller Driver
NVIDIA 3D Vision Driver
NVIDIA GeForce Experience
NVIDIA Grafic Card Driver
NVIDIA Audio Driver
NVIDIA PhysX-Systemsoftware
You have to restart your computer for 1 or 2 times.
Then click on your downloaded driver, it will check your System Compatibility.
If you get an error, then you have forgot to deinstall one of the contents I've mentioned above.
Click custom installation (!) and make sure you put a check in 'reinstalling', then install.
Lastly restart your computer one more time and enjoy your character screen without any flickering ;)
