Yeah, it's probably because they have English accents but they're supposed to be the USCM. That is, the UNITED STATES Colonial Marines. Or as you said, because they switch between English and American dialects.
My problem with the original 99 actors is that they sound way too stiff, like they're just reading a script in front of a green screen. It doesn't help that they just stood in front of blank backgrounds. The newer cast at least felt like they were in the right environment...well, except for the guy in the first FMV of Caverns. ♥♥♥♥, that guy was completely out of place.
