Is this game pay-to-win?
Here is MY definition of pay-to-win: if you spend real money in the game, you have a PVP advantage that couldn't be obtained otherwise. For example, in Tibia, spending real money gives higher HP/Mana regen, access to certain premium spells etc.

Here is what I don't consider pay-to-win: (1) spending real money gives you cosmetic stuff that won't influence gameplay mechanics. Or, (2) spending real money will give you some XP/coin buff that makes grinding briefer, IF, AND ONLY IF, normal grinding itself isn't exaggerated long. If normal grinding is too tedious and unnecessary long, then I consider that shortening an unballanced grinding is just a scam to force people to spend money if they really want to advance levels, since no reasonable person would spend so much money grinding on a tedious game. Note that, in Tibia, grinding is horrendeously tedious, repetitive and long. So even if paying would only make grinding brief, I would still consider it a pay-to-win scam.

Now, for those who had the patience to read till now, could you answer if, by my definition, I could consider this game pay-to-win? Thanks in advance for your attention.

What do you consider 2x that applies to everyone?

I don't feel it's pay2win
I've hardly noticed anything even that you can pay for and I was amazed that there was no DLC

I think 2x buff is the perfect amount for shortening the grinding.

It's not pay 2 win, especially when compared to Tibia, which was highly pay to win. While you can buy some gear for real money here, it's comparable or slightly better in some cases, than gear you can make/drop from mob's. It's also very expensive to enchant gear bought with real money, which is necessary to increase it's stats so it remains relevant to drop/crafted gear.

Outside that, like already said, you can buy a 2 times exp pot, however when you use it, it's applied to the entire game, rather than you as an individual, so the entire game benefits.

All that being said, paying does give an obvious benefit, that being that you can convert cash items, to in game money. This isn't unbalanced though, as no matter how much you spend, you've still got to put in the time to grind out the levels to be able to use higher gear etc. You can also make money fairly easily without spending a dime and while it can take a bit longer, if you are doing a skill that's in high demand, or farming rare drops, you can amass a fortune in a reasonable amount of time.
