Report a translation problem
I was able to fix this and the game plays without any problem. At a high level, the fix is simple. Just follow these steps:
1) After the error message is displayed, instruct Norton (or any other anti-virus program that detects this as a problem) to not block this specific file.
2) From Steam, uninstall the game.
3) From Steam, install the game. Norton won't block the file from downloading now.
Note that I researched this with Google before doing these steps and concluded that the detection is a false positive. And after I reinstalled the game, I scanned the ECC.exe file with Malwarebytes and Malwarebytes did not detect any kind of Trojan or other malware.
The only part of this procedure that's a little more complicated is step 1, instructing Norton (or whatever anti-virus you're using) to ignore this file so it's not blocked.
Here are the steps to do this in Norton (noting that the steps may be different in another anti-virus program):
1) If the error message is not showing, bring up the Security History window. Just open Norton 360 and click on the History icon. If the icon is not showing, click on the Security tab on the left side below the divider bar, and then click on the downward pointing arrow on the right side (above the bar).
2) In the Security History window, select Recent History near the top of the window.
3) Scroll through the History events until you see "Ecc.exe (Trojan.Gen) detected by Auto-Protect" and click on this event. (If you can't find the event, uninstall the game and reinstall it so Norton blocks the file again and shows the event in the history grid).
4) In the Details area on the right, under Recommended Action, click on the Options link.
5) The Threat Detected window comes up, and on the right side gives the file name ECC.exe. Below this click on the "Exclude this program" button.
6) In the Confirm Exclusion that pops up, click on the Yes button to confirm that this file will be excluded from future scans.
7) the last two windows disappear and you can now click on the Close button in the History window and then Close the main Norton 360 window.
Now uninstall the game and reinstall it.
