Making Evangeline's Aquaintance

I can't seem to trigger this quest and meet Evangeline/ go to San Francisco. No quests are popping up for me right now. Any ideas? Is the game glitched?

Late reply. It's not glitched, you just have to manufacture more infusions before you can get to meeting Evangeline. Try places such as seeing Yoshi Kawai in Tokyo's shop to get Milk Chocolate Infusions w/Allspice, finding Rahim Talib to get Dark Chocolate Ginger Infusions via using Milk Chocolate Infusions w/Blueberry, and completing Ilan Layani's quest in Tangiers to get Mango Clove Infusions. I haven't played this game for a while now so I cannot remember everything
