Is Papayaplay TOS same as Steam TOS?

It's not. Different servers with different administrations.

From what I understand the Papaya play server only started in May 2023, so it's fresh.

For what I heard and read, Papayaplay got the rights to release their own let say, servers. ToS is still owned by IMC Games, but IMC Games is responsible for the Steam version administration.

Papayaplay's version is supposed to be a bit better (administration wise), XP curve is better, apparently it has no pay2win stuff but you have to start all over again. Just to give you an idea, go check their ToS site and compare it to IMC's, Papayaplay's website is leagues better.

But in the end Papaya's GMs have been completely silent for months and the tickets are going unanswered.
+ their idea of "no pay to win and no boosts" is malicious, the game wasn't really pay to win to begin with.
What happened in the end is that papaya is still selling things but you need to spend x10 the money, and they don't give out things for free unlike steam.
For example, if you log-in on steam you can get things for FREE that cost roughly 1 thousand dollars or more on papaya.
