How do you buy TP?

Purchasing TP
- After purchasing TP using Steam cash, the TP will be delivered to the message box in your barrack.
- After the TP in your message box is transferred to your inventory, you can buy premium items in the TP Shop.

It says you can purchase TP with steam cash but I don't see where I can do it ?

yes, buying TP was announced to start once the exclusive Access is over

well now we can get a few as DLP if you play in NA servers...
