The game belongs in the same genre, in that the art-style, job system, aesthetic, and combat are all relatively similar to one another. And since RO2 was a big flop, RO players were looking for something to scratch that itch. That's about the time when TOS came around.
When TOS first came out, it was also a mess, but as of today, the game feels more pleasant and playeable than where it was at release.
And if it's the grind you're worried about, I'll state that it isn't as bad as RO was.

But if you say there is no hard grind - i ll take a couple of hours
If you expect to find some sort of Ragnaroek here, you'll be disappointed.
Whoever says otherwise hasn't played both games.
ToS is a simple grinder with focus on character development. Perfect for watching a movie or series while playing.
Becuase one is more grindier or has more depth than the other doesn't make it TOTALLY diffrent
Both are grind based games
Both have similar progression systems, stat, ability,card systems,costumes etc
Both have the same anime art style and same playstyle
The core aspect of the game is the same ^ and thats what really matters
If you are coming from ragnarok you will feel at home here but ToS has just a lot more to offer in every department
Even afk farming is similar here we have necros there we have alchemists bwahahahahahaha
There are a few similarities, but it is a totally different game. Please stop misleading people.
But thats the Point that may dissappoint tons and tons of Ragnarok Players, You quest straight for 200 lvls and then you Grind with barely any choices which Grind area to pick, not like you explore 50 Areas randomly until you find ones you can beat consistant with your specific Elemental stuff.
But thats literally the one big difference, the rest is almost the same, Ofc there are differences like MvP Hunt, in ToS is more like a Group/Server activity instead of Solo walking 2 hours arround maps to hopefully find a uncontested mvp to kill and pray for the 0,1% chance.
On the other Hand Ragnarok online evolved for Ages, like 20 years by now, And most of the ♥♥♥♥ Ragnarok players enjoyed the last 12 Years, wasn´t even there in the first few Years.
It´s a good Game with alot of flaws, what ruined the Game for me, but i had my 500 hours Fun with it, Somewhat missed Opportunity, on the other Hand you can´t build a Copy like Ragnarok anymore and make it successfull like old Games, The big reason why WoW - Ragnarok were successfull, cuz there was almost no competition, but in a World where every single Game, does something better than another, People will just spread and go on to the next, when the Game requires several Month of Grind or even a Year in RO.
Just looking in this Thread here how insulting People get when some People have other Opinions.
I felt as Ragnarok evolved it got ruined bit by bit
I left the game when acid demo got introduced back in 2008 i believe, broken ability rendering +10 upgrades and one entire stat line useless
I agree you can't get perfect balance BUT come on atleast try :P
