For shareable quests, all party members must meet the quest requirements (minimum level and any prerequisite quests). When a quest pulls you into a mini instance to fight a boss or go through any kind of special quest event, if any party member fails to meet a requirement, they'll normally get some kind of on-screen alert message describing the situation.
Make sure that, before you trigger a shared quest event, everyone has the same prerequisites, nobody is talking to NPCs, and nobody is in combat.
Also, make sure your party settings are sharing quests. And if you want to explicitly share quest data, you should go to the Quest UI and select one of the quests as the "Party" quest so it's visible to all party members.
In any case, just make sure everyone in a party is synchronized and ready before advancing quests if you want to go together.
Or, maybe your friend just didn't complete one of the prerequisite quests.
Also, what quest was causing the problem? Some quests are independent, so you won't be able to share them.
