Apparently they think it's a smart idea to periodically stop selling this goddess cube to increase demand for it, it currently cannot be bought. Even if it could be bought, the possible costumes you can get from it change every now and then.
The exchange shop is where you can trade in costumes you get for ''medals''. I don't know how much each gives, but the idea is that if you roll a bunch of stupid crap you don't want you can exchange it for medals to get what you specifically want...which is actually one of the most merciful mechanics on a gacha I have ever seen.
Very salty that they apparently stop selling the cube though. I hate MMO's trying to make their fashion based on a gambling system.
Apparently it's not enough to just directly buy the costumes with TP so we still have to gamble. But you could buy costumes in the Market. But of course they're not cheap.
But the game is quite generous, and there will always be opportunities to get different outfits and other freebies in the future. Just make sure to check out the official Tree of Savior site for information about events and their rewards, as well as any freebie events going on. You might also want to monitor the Tree of Savior Facebook page; over the past two months, they've given out that free green penguin and a free character slot in Facebook campaigns.
If you have more questions, I always point people to the official forums; Steam is not an active forum for the game.
