BTW i would recommend that verify integrity then restart your pc i hope it works there :)
Glad to know it's not just me though.
From what little you describe, the game is running; the only problem is visual. You'll have to present a lot more information, such as your system hardware information (mainly your graphics card). If you're on a laptop, keep in mind that laptops have significantly more constrained GPUs. If you have drivers that can't provide the necessary capabilities or a video card that's below minimum spec, then you're stuck, unfortunately. I believe Tree of Savior's minimum is an nVidia GTX8600/Radeon HD2000, or some other device that supports DiretX 9 and Shader Model 3.0 (Intel HD Graphics would work as well). If your machine is within 10 years old, it should be able to work, unless the video card was one of those "productivity" types.
Also, don't run in a virtual machine; the game doesn't do well, and IMC even implemented checks to fail out if it detects the existence of a hypervisor.
Describe in more detail what you see in windowed and non-windowed mode. How are you switching to windowed mode? Take a screenshot.
Did you see the patcher running? I assume so, since you were able to get to the point where you hear background audio, but please be explicit when describing your problems.
For the patcher, the bottom text often gets cut off unless you install the Korean font pack. If you are willing, install the Korean font pack and then either take a screenshot or let us know the last thing you see in the patcher screen before it hands off to the main game client.
By the way, you should ALWAYS run as administrator. Also, just because the Verify Integrity says you need to download a few files doesn't mean your installation is broken (unless you were playing as a different Windows user or a non-Administrator). Verify integrity may redownload a few files even though you don't need to. It just tries to synchronize the state of the game files that were originally deployed to Steam; the Tree of Savior patcher is capable of changing the deploed files.
The white screen when the main client starts up is normal; don't interfere with the machine while it's doing initialization, or the game may fail to initialize and get stuck. Just be patient. The worst thing you can do is alt-tab out once the screen clears to white; I've tested out vigorous alt-tabbing during the white screen, and I was able to reproduce startup failures/black screens.
