Numerous events in the past have given out Skill and Stat reset potions as rewards (like the recent candy event), and at one point (around new year's), you could even buy DLC called the Fresh Start pack that offered both.
The free resets after the big update later this year are just part of a special event; don't rely on it long term. From what I understand, the event will grant whole class resets. You'll basically go back to class rank 1 with special XP cards to automatically advance through class ranks, and all your skill attributes reset to "unlearned" status, with credit towards learning other attributes.
You can also opt for the ultimate Free Full Reset: rerolling (create a new character)! You start with 4 character slots, so fill them up! You'll grow your team level and get to see how a build plays out. Plus, your rerolls will benefit from the collection bonuses and gear you've accumulated. And you'll also get more opportunities to gather hard-to-find collection items from earlier maps. A lot of players (especially long time players) reroll all the time, which is why you can always find lower level characters throughout the game. I was recently chatting with one character from last month's newbie event that, in the span of a month, created 3 characters that were over level 270, with more coming.
I do want to warn you that the game encourages build commitment, which may be somewhat of a shock to modern, more casual audiences that have built-up expectations from current game trends. Characters in the game are unique and highly specialized, so all decisions are relevant. Each build plays differently throughout the game, with strengths and weaknesses that add to the challenge and fun. Limited resets are possible, but discouraged.
