Report a translation problem
This guide can be used to increase minion capacity anywhere from 101 to 500, so in case anyone wants more than 150 while using that patch, this guide gives them the option.
Further, you can adjust the amount of minions each personal locker supports. One locker could support your entire population, regardless if its 100, 150 or 500.

This is what I used for 200 population.
Right click the game in your library. Then, select "Properties" > "Local Files" > "Browse Local Files".
In here you will find "DynamicResources", inside this you will find "Config". This folder should contain a file called "Population".
From here, cut and paste "Population" onto your desktop for easy access. Then, copy and paste the Population Text at the top of my post, (DON'T INCLUDE TITLE, IT CAN MESS UP THE GAME!). You can also find texts for other values online.
When done, save the file while it's on your desktop. Then cut and paste back into the "Config" folder.
To test that it works, run Evil Genius and build your barracks with Lockers AND BUNK BEDS. This should complete the Task "Build A Barracks". When this is complete, you can test that the new text has worked by exceeding the 100 population count if needed.
(Building the Bunk Beds is vital for the above to work!)

Keeping the population capped at 100, makes you needing to make more strategic choices. ^^
I never said they can't do it, I just said it feels like cheating...
As for the 100: I had thought the same thing, that I would try to play with just 100. The problem is, the game is stupid and doesn't let you send out more highly trained personnel as a substitute for lower trained personnel. E.g., I can't just have 10 marksmen or martial artists out in the world as a substitute for 10 guards.
What this ends up doing is requiring me to have like 10 guards, technicians, and valets at all times (leaving only 70 slots for the rest of my minions...) so that I can successfully complete acts of infamy as necessary, when really I would just like to have everyone trained to the max. Thus, I simply double my population and this problem goes away.
Given the efficiency and layout of my base and its training place, I don't really gain any strategic advantage anyways, besides the simple fact that I can survive more deaths; but, that's hardly where the game is at anyways, imo. To me the game is about base layout, offensive and defensive mechanisms, logistics, etc., which are actually highly unaffected by mere 100 vs. 200 population.
Besides: having this hack available is kind of like just being a more skillful Evil Genius. >=)
Having a need to keep the lower skilled minions, is part of the stratagy that makes it fun for me. ^^
I never go beyond the 2nd specialization on island 1.
And make sure I do all the missions that need 10 of a lower level before going over to island 2.
That also allows me to keep a vast amount of construction workers and valets to build my base up on the 2nd island very quickly. ^^
Also, diplomats are near useless in the game except for 5 game critical missions and a 1 or 2 optional ones. Their loyalty draining effect is useless on island defence, you want spindoctors and playboys on defence, arguably the spindoctors being the best.
I never found biochemists to be all that useful either, except for a few optional missions.
Same applies to pretty much all the scientists...
Marksmen are also next to useless I found out, as they are only really needed for a handful of optional missions and on defence you MUCH rather have melee fights, as ranged fighting is already heavily in favor for the agents of justice. Hence martial artists are the far superior option.
