"Head of the Underworld" - I can't find one of the crimelords
I've been stuck on this early objective for a while now.

By plotting and having control panels, I managed to make two of the three crime lords appear on the world map. But I can't make Armand Krishman appear.

I have 15 scientists plotting in India/SEA and 30 fully staffed Control Panels. The plotting bar on the region stays at the minimum always, and I've never had a single Act of Infamy appear there.

Is this just bad luck or do I need even more scientists/control panels?

tl;dr:
# of Control Panels irrelevant. Try increasing Notoriety while plotting in the green-coloured Indian Subcontinent.

detailed version:
Acts of Infamy work like this: for each region, you put in "points" by Plotting. Different minions give you different amounts of these "points" per minute. Once you invest enough Plotting points in a region, the related AOI should unlock. If it doesn't, it means your Notoriety is not high enough yet. But don't go insane and push your Notoriety to 200 so early in the game, that would be bad.

I don't remember Armand Krishnan properly (even though I just did the mission two days ago, haha) but I'm quite sure he's in the Green, S.A.B.R.E-controlled Indian Subcontinent. He's definitely not in anywhere that's orange in colour.

And 30 Control Panels is beyond-super-uber-extreme overkill, lol. I think the most you'll ever need is something like 6. Control panels don't reveal AOI, they just allow you access to information like the Cash Potential and Justice Rating (the $ and eye with a number), and specific AOI info like Risk, Heat, Notoriety and Time.

Yeah a lot of stuff only unlocks after so much Notoriety. That's why some objectives feel like a real long slog, since you're trying to do something without the sufficient Notoriety.

I actually modded my game so Notoriety isn't as important, so I can just focus on what I want to to instead of farming Notoriety.

I highly suggest (Though pseudonymous said not to) arresting agents and jailing them, then make your Evil Genius go over and laugh at them. That will increase your notoriety, where later in the game you will need to get it up to 200, and you'll probably will be at (Like i was at my first time) at like 80. Don't know the consequences of notoriety though!

Not really sure, either, but you certainly want to let your heat subside to nothing in-between doing missions and whatnot. This is very important because you don't want a country's commandos on your island if your heat level is high. They'll shoot your minions probably in most cases, even if they appear to be unarmed. I'm not super clear on what constitutes "dangerous" for minions other than if they carry firearms or explosives, because I've seen those commandos shoot Social minions on sight, too, even when there's nothing really dangerous-seeming going on.

Part of me hates the fact that the Forces of Justice will follow around Workers carrying explosives, room objects, and outdoor construction material. While I kind of understand why a worker carrying dynamite might be a threat, there seems to be no way to carry out a reason why the worker has it in the first place. For example: why the f*ck are tourists on your island and you don't even have hotels up? Answer: you need to build a hotel. But your Worker minion gets followed around carrying dynamite, construction materials, and furnature. Yeah, this guy looks REAL suspicious. Why can't the Forces of Justice shadow tourists, too?

If you're lucky, the "breadcrumbs" that your minion is carrying to their destination, once used (or place) seem to make the FoJ lose general interest in him; however, it's also bad if the FoJ wanders near the area of your island where there is heavy minion traffic, because the minions are going back and forth to get suitcases to the depot and delivering the items where they are needed.

It unlocks more advanced Acts of Infamy (which give you advanced minions, loot, etc), and increases your basic minion limit (before you increase it with lockers). But it also unlocks Super Agents. Mariana Mamba appears somewhere in the 130+ region, IIRC. They can't be gotten rid of in the normal fashion, so push your Notoriety too fast and you'll have several invincible Super Agents all up in yo patooties.

Oh right, that! I think you get the second Super Agent at 225 Notoriety. And also, if you play on Hard, Super Agents can't be physically hurt.

Wait, so you can only hurt them with social minions and traps? Thats terrifying. Or do they just destroy everything everytime they come?

Yes, but i never knew how you can get them to leave the island only getting down their mind stats.

Thats terrible, ill stick with normal for now, hard enough dealing with them when i -can- just shoot them a bunch, still wipe out huge chunks of my minions. Gun down all the socials i send, faster to just overwhelm them with swarms of combat minions and drop jubei or butcher on them.
