For example send a couple of techs way down south to find the scientist there.
Totems are different and pop up on their own depending on your rank and they are placed randomly.
Loot has to be searched for and will only appear if your rank is high enough.
To get Acts of Infamy to show up you need to meet two requirements:
1. Notoriety Level
2. Let's call it Plot Points.
Notoriety is pretty straight forward. They higher it is the more Acts of Infamy you unlock. But to see them you need Plot Points.
Plot Points are added to a region when a minion and/or henchman is present and the Plot button is set.
Each minion and henchman has a certain amount of, lets call it Plot Power, that they add to the regional Plot Point pool every tick.
(A tick is when the game cycles it's logic one time to update what's going on. Usually once per frame depending on the game.)
Take a Construction Worker for an example. Lets say his Plot Power is 10. So he will add 10 points to the pool every tick. But to reveal the next Act of Infamy in that region you need 10 Notoriety and 3 000 Plot Point.
So you add 10 Workers to add 100 Plot Points every frame. This will meet the point requirements somewhat quickly. But your Notoriety is only 8 so it won't show up until you get two more Notoriety.

I just want to add I think a "tick" is every sixty seconds. At least, that's what it is when stealing money, and that's very easy to confirm. You just watch the money counter turn, and it turns every sixty seconds.
I can only assume the "Plot Points" accumulate in a similar fashion.
