THE MOON
As for the arctic island, it would be best as an small locale in antarctica where tourists don't even accidentally go to. Which is both a good and a bad thing, since I'd make it so they can be an viable income source and a way of lowering heat by having some above-ground things to appease them with.
Anyways, I hope a bit of randomization is incorporated to these so you can't just use the same base design over and over again.
So perhaps why not build several bases and cause a need (like so many aka james bond movies) to at some point just say this base is lost, press the self destruct button and have a good reason for it to push it. perhaps a smaller base of operations for every world alliance you want dealings with? and if they discover it and you can't defend it no longer you just blow the whole ♥♥♥♥ up whilst having a suppercool escape tool for your evil self (or henchmen if you gona have multiple bases.)
You can send resources via a rocket or by some teleportation device you can research later in the game.
Maybe the moon base could eventually give you some large project for a giant laser beam or a huge spacecraft(or fleet of spacecrafts)containing lots of small robot soldiers to take over the world with.
Of course you'd need to research and construct the rocket parts and find a source of fuel and metal(think of objective 7),and you'd also need to make(or steal)blueprints.You'd also probably need a spacesuit to prevent your minions from suffocating from the cold vaccum of space.
Maybe the moon can be used as a moon rock drilling facility where the resources can be used by your main base for making doomsday devices or other big projects.
The moon rocks though are already a thing that people are interested as a fusion reactor fuel so it would be appropriate for the superscientists to have a serious stake in.
