No RoadHog is wrong, unless the game is lying. Maximilian has a reduced research cash incentive price (but it's broken), shen yu reduces the time agents spend on your island and the lady (forgot her name) gives her minions more loyality.

shen yu reduces the time needed for agents to get to the island*. Thus if you do a very heating act of infamy normally soldiers would come immidiatly to your island, with shen yu it takes them 2-3 minutes more. This could be enough time to train a few extra minions that where lost during the act of infamy...

also the area of influences are more then just their radius.
Alexis has the biggest radius but the smallest boost and also the smallest radius when she kills a minion.
maximallian has both avarage radius and boost
shen yu has the smalles radius but gives the biggest boost, also he has the largest radius and boost when killing a minion.

They also start with diffrent henchman:
shen yu with lord kane (guy in green)
maximallian with jubei (blue/orange samurai)
alexis with Eli (afro guy in white suit)

apart from those things it is just what you think looks nicest.

Between the Super Minions? Lots. You start with one and will get more later.
