I Have been able to plot Diplomats in 3 areas and i got the mission done. However, i cannot locate the Singaporean government or Soviet cabinet. Help Please

Make sure you’ve successfully interrogated all 5 diplomat ambassadors sent to your island. If you still have problems, plot in these regions: Southeast Asia (Singaporean) & Eastern Bloc (Soviet Cabinet)

You won't see that mission at all unless you have interrogated ALL diplomats! Same here, done everything except Singapore, no mission on the map.
