How actively is it still being developed? Do the devs still have major elements they intend to add or is it smaller stuff from here on out?
Hardmode-up-to-Plantera Terraria to 2024 Terraria, i'd say.
They've done some very good work with it, though.
No major elements have been mentioned. A major update just came out last week.
Where can I find these stretch goals or road map?
They have added new items and monsters since, dunno how much of that is from these goals and how much isn't. Either way, there's still a bit that hasn't arrived yet so there's definitely going to be another big update.

Thank you for this info. I hope this means the game stays in live development for longer. I honestly thing the best games are ones that stay alive for a decade or more, like terraria. They really take on a life of their own.
And i would gadly buy future DLC to keep the thing going
we get like 2 updates a year, we just got a big one and the next one is going to be the third dlc, which will be more classes/races a new branching path and a new boss
