How do I... Escape the Citidal?

I got like all the way down past the caves to some tinker tech realm of the gods when I got petrified during my Goblin Shaman run.

I'd exploited the hell out of recruiting spiders, rats, trolls, and other goblins to do the fighting for me, plus with a polymorph potion I could interact with humans and merchants, so things were going well. I got past hell by charming demons in Imp Form, that was actually a really close call.

But there were just more and more floors, how am I ever supposed to unlock the achievement to play as Shaman on other races?

To get to the Citadel, you must get to Hamlet, which is accessible right after defeating Baron Herx(and Baphomet, Hell's boss), then, go through the entirety of Crystal Caves, all the way to the Citadel itself. To get the achievement itself, you must defeat the boss(es?) that are present at the final level of the Citadel.

Ok so is the citidal like after you beat the boss of hell and go through the human village through those Kobold caves?

I feel like, considering the difficult of every floor in this game, that it's almost impossible for a solo player to win without absolutely cheesing it's mechanics, and that having 1shot gib attacks on the lowest floors is a bit too much

Yes, Hamlet is the human town I believe you're referring to. The Kobold caves are the Crystal Caves, also. And, yes, the Citadel is very difficult with the strongest enemies around - Goatmen, Crystal Golems, Cockatrice, and even Vampires. It is difficult, but not impossible to solo. What I always do in the Citadel is finding the exit and avoiding as much enemies as possible, especially Crystal Golems, Cockatrice and Vampires. This can be achieved very easily if you get lucky and get your hands on a Magic Mapping book(or a bunch of magic mapping scrolls) and rushing to the exit.

I made it with a succubus!

Turns out when you max out Magic you get a spell that can dominate most monsters with no recruitment limit, so if you're patient and exploit Stealth + an Invisibility Ring and don't run out of food, you can slowly build a near unstoppable army.

The fight before the final bosses was hard because I couldn't take my army to the top floor with me but I managed to get them to all follow me through the gate for the final bosses.

Those Cockatrice make good minions.

Merchants are super dangerous though, they can wipe your whole army if you don't tell them all to wait before entering the sewer.
