Getting appraisal started
In some of my runs, the appraisal skill just does not start on any of my items. Once it gets going, its always easy to keep lvling up, but it seems it just does not pick anything.

Food I find, trash gear from skellies, nothing. Is there a way to force a lvl up?

Get some perception. You can wear the glasses to get it.

I think you should also get enough perception eventually from the random stat level up, but you can use ranged weapons to get it sooner.

Then get some moldy cheese... or even more perception if you can't find any low value food.

Since when do ranged weapons increase your chances of upping perception

from my understanding stat upgrades are like oblivion skill increases increase the stat that its linked too. intelligence increases more when you have been leveling casting and magic. appraisal and ranged weapons are linked to the perception skill so if you use ranged weapons the chance your perception levels up increases.
If your class starts with negative Perception, you can't appraise anything until you get it above -1. It might take a level or two, but eventually, the problem will sort itself out.
Alternatively, spectacles will help. Though I wouldn't rely on those too much if you find them, since, as you can't appraise them, they may well be cursed.
